Just heard some new updates on Heb stamping in Canada and Merida (Mexico)

Mexico:-

Heard (received email) from Merida US Consulate are not accepting visa applications from third country nationals (TCNs) in Mexico, there website still says the old information but mentioned they are in process to update the information.

Canada:-

Saw this update on US Consulate Website for Canada---

With rare exceptions, visa applicants temporarily visiting Canada should apply at the U.S. Consular Section in their country of residence. If the applicant is not a resident of Canada, interviewing officers at the U.S. Consular Sections in Canada may not have experience in evaluating the circumstances in the applicant's country of residence. The applicant will, therefore, have greater difficulty establishing eligibility for a U.S. visa in Canada than would be experienced in the applicant's home country.

A substantial percentage of visitors to Canada are denied visas under these circumstances. Consequently, we strongly urge visitors to Canada to apply for U.S. visas in their country of residence.

Can some one list the consulates in Mexico and Canada that allow H1B renewal applications? It will be great help for other.

I had my interview on Aug 20th @ Vancouver Consulate and it went fine. But I have to say, I haven't seen anyone from India applying for H1 Visa at the consulate, as long as I was there.

I had the appointment at 7:15am, and by the time I came out it was around 9:30. Haven't seen any Indian till then. It wasn't the case when I came here in the previous time.
