What does this ruling mean ?

 

Federal District Court in DC Vacates STEM OPT 17-Month Extension Rule on 08/12/2015 Effective 02/12/2016, Subject to Procedural Rectification

 

Does this mean there will no NO STEM OPT 17-Month Extension from now on?

I think it will be after Feb 2016.

It means the  DHS has till February, 2016 to follow appropriate guidelines, invite comments etc. and then promulgate an appropriate rule for STEM OPT failing which either the DHS appeals to a higher court or the STEM extension stops.
