H1B stamping in hyderabad 221g, white receipt

Hi,

I had my h1b stamping for second time in hyderabad, I went to US on F1 in 2007, this was my second h1b stamping but visa officer asked about my school and gave me 221g white receipt for administration process, my I-140 is approved but I got 221g due to my school, visa officer returned my passport back, any suggestion till when I can get my visa, can I apply for h1b after a month?
