University transfer issue

Hi,

 

I am currently pursuing my masters degree in  X university in VA, where in my course started  2 weeks ago and this is my first quarter. Now I got an admission in Y university in DE. This university(Y) course starts from October 26.

 

I want to Transfer  from University X to University Y, 

My question is can I go-ahead and apply for transfer process ?

If so will there be any issues, As university Y starts 3 months from the transfer date. Will there be any issues from USCIS ?
