H4 stamping during H1B transfer

Hi,

 

Is it safe to go for H4 stamping while spouse's H1B transfer (from company A to B) is in process?

 

I know its safe to wait till H1B is transferred to company B and go for H4 stamping but I have a situation where I need to get it stamped now.

 

 

Also, is it safe for the H1B holder to travel to INDIA while the transfer is in process? If the transfer is complete, will he need the new I797 while entering US?

 

In the following hypothetical scenario:

H1B transfer complete by end of Aug, 2015 but the join date in company B is Sept 20, 2015.

 

If the H1B holder enters US on Sept 2, 2015, does he need new (company B) I797 at POE?

 

I tried searching online to see if anyone faced this problem, but could not find an answer.
