H4 to F1 doubts

Hey guys,I am looking for some advice. I am currently on h4 visa doing my MBA. My spouse is on h1b and his company has just filed his perm application in july 2015. I have till dec 2016 to graduate. I was planning to change to f1 visa starting 2016 so that i can be eligible for opt, but with the new ead rule i am in doubt should i complete my mba in h4 status and wait for my spouse’s i 140 approval, this way i will save few thousand dollars in tuition fees.

My question is that how easy is it to repeal this excetutive action once thd new government comes into power?
If I go on F1 visa now, will i be able to come back to h4 easily and apply h4 ead later in case i do not get h1b?

H4 EAD has already need published, so you can get EAD once your husband's I140 is approved.
