H1B cap Exempt

Hi,

i hear that usics raised a new plan that cap exempt is not allowed even if h1b isnot used

in 6 years.

Please advice since i plan for h1b transfer under cap exempt.

Also let me know is there any chance of rejection.is there any way to avoid h1b visa interview for transfer since i heard interview waiver is there in that just need to submit document in

drop box.
