H1b Denial - Apply H1b again

Hi,

 

I had my H1 B peition approved in 2014 but visa stamping was not done and it went to administrative processing. Later I came to USA on H4 and a new reputed employer with reputed client has filed H1b petition under Cap exempt but this time it was denied even though all the necessary documentation like SOW, Client Letter, Employer to Employee relationship is provided. Denial reason is not yet known.

 

In such scenario, can a new employer again file H1B petition with required documentation as Cap Exempt? Please advise at the earliest.
