Parents on tourist visa - Family Based GC pending, EAD not received - travel within US?

Hello,

1. parents have visited US (currently in North-East) on Visitor Visa.
Vistor Visa vaid till September, 2015
2. Family based GC applied, biometric done.
EAD & Travel document not received.

Query: Can parents travel on visitor visa WITHIN USA (other states - IL/CA) if EAD is NOT received?

A visa is to enter a country. When they are already inside US on a valid visa they can travel anywhere within US territory.
