My employer filed H1B petition with consular process, and it seems he applied for inhome project, actually I came to US on L1B which is stamped after my H1B petition approved through Indian company. Now I am planning to move from L1B to H1B because I got job in different location from which is mentioned in H1B I-797B. My employer saying based on his attorney's inputs and recent changes on amendment rules, Stamping is required to start work on different location. and also not possible to file again H1B premium process for me to avoid to go for stamping. Is it correct?

Is it correct? No that's not true. It looks like you are working for a shady consulting firm. Is your H1 approved along with COS? You need H1 amendment no matter whether you attend the interview or not. Best option will be, find another employer not a shady consulting firm.

But you still need H1 amendment if you are going to work for another client instead of the one mentioned in your H1 petition.
