Clarification on H1B Premium Processing

Hello Gurus,

 

I understand that premium process for H1B is on hold till late July. What I would like to know is for which of the below cases premium processing will be applicable:

1. H1B has been expired. It has roughly 11 months left. Need to apply out of cap H1B.
2. H1B was approved last year, but changed employer. Has no visa stamp.
3. I-140 approved, need to apply for H1B beyond 6 years. 7 days left for 6 years.

Please help.
