Need information for H4 to H1B

Hello,

I need information for H4 to H1B visa conversion.

My fiance's current H1B will be terminated in December 2015 as she will be resigning from her current company in India.

In January 2016 she willing be coming after marriage to USA on H4 visa.

Can you convert from H4 to H1B at any time without going through the lottery systems since she already had H1B which was terminated?
