CO asking for a new document after my lawyer filed motion to reconsider

Hi,

 

My PERM got rejected and my lawyer filed motion to reconsider. The CO sent us an email and mentioned 10 years of work experience is beyond the normality for that position. CO gave us another chance to provide the Business Necessity Letter.

 

My question is if it’s a good sign that CO asked for a new document or it’s a routine procedure?

It is a good sign. But, that will not guarantee anything. 10 years is extra-ordinary, what is the position?
