Travel before AP approved

Hello folks,

 

I filed I130 and I485 together for my mother; however, a few days before Advance Parole (AP) was approved she left the USA. she has been out of the country for almost 6 months now. 

 

USCIS has now sent a letter asking for evidence that she obtained AP before she left the country. Since she does not have any evidence of AP, can anything be done to prevent a denial of her application?

 

Further, in the event she withdraws her application, will the application fees be refunded?
