PERM in process and 6 years complete

My perm got filed 3 months back . I finished 6 years on my H1B. I have to go back to India.

 

If my PERM gets certified , Can my employer - consulting company file I140 while I am not working on H1B for that company?

 

If thats possible and lets say I140 gets approved ? Can I come back If I find a job offfer/contract role with same company ?
