On RFE, can i transfer my H1 to another company ? Urgent please

                                   URGENT please

 

  I got RFE while applied for an H1 extension through "A" company. 

 

1. Can i apply H1 transfer through "B" company ?

2. How soon i can start apply through "B" company ? I mean how much time it takes to process the H1 transfer ?
