Can my dependent go for H4 stamping while my H1b transfer is in progress?

Hi,
I came to US on H1B visa through company A and my initial I-94 was expired on 31 Oct 2014.
My company 'A' filed the extension of my H1b visa and as per my new I 797, my I-94 is valid till Oct 31, 2017.
My wife traveled India in March 2015.
Now, I changed my employer from A to B and my H1b transfer is still in progress. Can my wife go for H4 stamping in India?
