H1B Transfer based on Approved I140 - premium Processing

Hi, 

 

I am in the 6th year of H1B. My H1b max out date(6 years) is Oct 2nd 2015.  I got I-140 approved through my current employer, 2 weeks ago. I have an offer from other company, who is willing to transfer my H1B in premium processing based on the approved I-140 from my current employer. 

 

   Based on the latest notification from USCIS saying that they are not accepting 'H1B premium processing' applications from May 26th untill July 27th, so I am confused.

 

1. Does my 'H1B transfer in premium processing' affected by this notification? 

 

2. If its 'not affected', do you advice me to wait till I get My H1B approval notice to join the new company?

 

3. If both my current employer and Future employer start my H1b processing , does that affect my H1b results?

 

 

Please guide me in this situation.
