When should I apply H4 EAD (Before H1 renewal or after)?

Hi,

 

I am on H1B till 9/30/2015 & need to renew my H1B. Meanwhile I also want to change my employer from A to B. I have 1140 approved as well. (Employer A will continue my current I 140)

 

What should I do?

 

1.  1^st Apply H4 EAD based on current H1B validity till 9/30/2015.

2. Would it be possible that USCIS does not issue H4 EAD as I have H1B validity till 9/30 only (assuming they will take 3 months to process)?

3. Apply H1B 1^st & then Apply H4 EAD (It will take a long time as no Premium is allowed till next 2 months)

4.  Should I apply for H4 EAD now & if approved then I can renew for extension. In this case do they approve my case?
