How LCA wage level is determined

My employer is filing a H1b extension with a LCA that has lesser wage than my previous LCA from the same employer three years before for the same job. There is no change in location, client and position. I could not understand how the lca wage level is determined and why they mentioned higher amount at the time of h1 transfer and lesser amount while h1 extension.

 

How important is the wage level impacts h1b approval?

LCA should mention from which website they have determined your wage.
