PERM has been approved from my previous employer

Dear Concerned,

 

My PERM filed by previous employer A has been approved and currently I am employed with company B. It's been already more than 5 months since PERM been approved. I want to know,

1. Whether company A can apply for I140 or not. Though I am employed with Company B.
2. How long the certified PERM is valid, before that I-140 has to be applied.

1. Yes, they should have filed as soon as PERM was approved.

2. 180 days.
