We responded to my husband's RFE 1.5 weeks back ( it was already in premium processing) . We have completed 6 years and this is H1b renewal. Is this same as extension of stay?

Does that mean if we dont hear from USCIS then they will return our fees and will they then contiue processing regularly? or put na hold on the application?

Are H1b amendments(premium processing) impacted by this suspension rule ? As per my understanding, amendments are submitted for location, project, job role, salary changes. Does USCIS treat amendment as extension or it is treated as seperate category by itself ?
