Reopening Surrendered Permanent Resident Status (Green Card)

This is a unique case question in which I needed a clear answer being little complicated, any help would be appreciated.

 

so my sister in law had Green card through family sponsored means. She had to surrender her Green card after 5 years under medical conditions of complicated pregnancy, since she didnt have a reentry permit before leaving USA and was in INDIA.

 

Would it by any chance we appeal to reinstate the green card back after giving it up on medical condition or she has to start from scratch with a 15+ year wait.
