Quadmester - Credit Hours - Graduate Full Time Student

Per SEVIS rules a student has to take 9 credits to be considered as a full time graduate student. If a university has Quadmester and offers 6 credits for every 4 months, which is a total of 18 credits per year  is it same as  9 credits (per semester, considering sem is 6 months) and total of 18 credits year ?
