OPT eligibility after second masters-first MS not applied

Hello Sir

 

I am a PhD student in CS at Univ A. I completed my MS in CS (same major as my phd) from  Univ B in 2012.I never applied for OPT after my MS in CS at univ B. Now I  want to  graduate with another MS in CS instead on PHD as my advisor is leaving the univ.

 

My question is do I qualify for OPT after my 2nd MS even if its in the same major as I never applied for OPT at  the MS  level before?
