H4 EAD application timing

I am planning to get married towards the end of this year, and get my spouse on a  H4 visa in December 2015. I expect my I-140 stage to be cleared by then. 

 

Can my spouse apply for H4 EAD card as soon as she comes to US, say sometime in Jan 2016 ?
