F2 to H4 to F1

Hi I have few questions regarding the stamping in canada. My wife came USA on F2 visa and then she got H4 as I got my H-1b. Then she started her masters in Jan2014 and we changed her status to F1 but still stamping is not done as we did not go out of USA. Now I am planning to go canada for my H1b stamping and for my wife's F1 stamping. She will complete her MS in Dec 2015. So my question is that

 

1) Is it safe to go Canada (Ottawa) for my wife's F1 stamping?

2) Since she has to take only 6 credits for last semester, does it affect her F1 stamping?

3) Can we go on her OPT if she has Job on hand??

 

Please provide me some information.
