Do I have option to choose chennai

I am a resident of Andhra Pradesh. My first h1b visa stamping happened at chennai. I satisfy all the rules for dropbox submission (instead of visa interview).

 

when I go to this link to pay the visa application fee, it doesn't allow me to choose embassy. Instead it automatically selects Hyderabad. 

 

First Question: Is it a rule that I have to be able to schedule visa appointment at same embassy (chennai) to be eligible for dropbox submission?

 

Second Question: Can I pay the visa fee through my Bank Of America credit/debit card?

1. Any US consulate in India. Country matters and not the city in which consulate is located.

2. I do not think so.

1.You can go to any embassy/Consulate in India.

2.You cannot pay via a US Debit/Credit cards.
