Since there is an new kind of work permit for spouse visa starting in May

Can I apply the EAD + Spouse visa at the same time

So that she can get H4 with EAD at the same time

But first H4 will be approved and then EAD. Make sure that your I140 is approved by that time.

If the plan is implemented then she can only apply for the EAD when she is here in H4 status.

You don't say if you have an approved I-140. That's a requirement for the H4-EAD.
