Is my case eligible for H1 Transfer / CAP excempt

Hi,

 

I got H1 Petition Approved in 2014-July from empolyer A. But I didn't apply for stamping yet.

 

I)  Can other employer lets say B, file cap exempt petetion with out stamping?

2) What will be the status of my H1b petition of employer A, if employer B transfer petiotion rejected?

3) Can i apply for VISA Stamping with employer A, IF employer B petition is rejected?

4) Am i still eleigible for cap excempt petition?
