H1B transfer for never used petition

Hello Experts,

 

I came to USA on H4 Visa and got H1B petition approved (I-797B) in Sept'2014.

 

Since my status was not changed from H4 to H1B and my H4 visa and I-94 was valid, I din't start work my employer from 1st Oct'2014.

 

Now I don't want to work with the employer who filed H1B for me due to location constraints.

 

My query is, if I search a job, can my new employer file my H1B transfer since I don't have any paystubs (I was never on H1B status)? Also, if they can file h1B transfer can it be done with change of status from H4 to H1B so that I don't need to go out for stamping?
