H4 Visa for third country national

Hello All,

 

I am indian citizen working on H1-B visa in United States. I am getting married in May 2015 in India. My fiance is a Tanzanian born / citizen and holding Tanzania passport. 

 

I have following questions / queries ?

 

(a) To apply for H4 visa from India, is it required that she needs to be India for at least 6 months before she can apply as she is third country national?

 

(b) If she applies from Tanzania after marriage, is there any issues?

 

Given the above scenario, what is in our best interest?
