Regarding H1 B Stamping

I am on H4 right now in USA. My H1B got approved in 2014 quota.

I only got I797 B , which says before I should start working in USA I should go to my home country and get it stamped.
 
In I797B , they have given clear instructions of the above including the consulate where I should get the stamping. I was working for a MNC in India till April 2014.
 
Following are my queries :
 
1. Is it compulsory to go to India? Is there any way to change my visa status being in USA?
2. Is this a new rule implementing by USCIS or it might be because of insufficient documents submitted by my employer?
3. If I have to go India, when would be the right time to get it stamped?
4. I should get it stamped from Kolkata, any idea what is the success rate of visa stamping?
5. What documents I should carry for visa stamping?

First of all I 824 is not mandatory. They can say you to go to India at any time if they think that u should.
Since Jamaica is not allowing third country nationals for H1b Stamping so either go to canada or some other country or india.
U should leave asap to where ever u want to go.
Don't worry of the outcome if you have all the documents.
Sometimes they may ask a couple of questions and let the passport get stamped. It all depends on your luck and the visa officer.
What was the reason behind your COS status denial????? I was denied COS because of my CPT. Tell me your reason so I can advise You..
