H1 B(Consular Petition Transfer)

Hi,

 

My H1-B got approved under consular processing without I94.

 

If i go for visa & didn't got stamped ( denied visa)  in India. What are my options ?

 

1. I am eligible to transfer the H1-B to different employer from India ?

 

2. If i can transfer i need to go stamping with new I797 is that right ?

 

3. New employer can file new H1-B in cap exempt ?
