Is employer responsible for actions of employees on H1B visa outside the workplace?

Recently a recruiter told me that "the employer is responsible for all actions of the individual while in the U.S. For most companies, that is more than they can be accountable for, understandably."  "...  H1 visa company responsibility is more complicated than working hours only."


Are employers responsible for the actions of the employee on visa outside the workplace? And if yes, then are they legally allowed to keep a watch on their employees at all times?
