filing i-130 for biological parents

I have a question about how an adopted US citizen brings his/her biological parents with a green card. I have a friend who was adopted when she was 12 years old. Her adoptive mother was single when the adoption took place. Two years after the adoption the mother got married to a US citizen and moved to US together with the adopted daughter. Now the adopted daughter is 23 years old. Can this adopted daughter file I-130 to bring her biological mother to US?? I read on the I-130 instruction that if an adopted child got his/her green card through adoption he/she will not be eligible to bring biological parents to US, I think that law applies for children adopted by a US citizen and come to US as a result of the adoption, but in my friend's case she didn't get her green card directly through adoption. She had been adopted for two years before the parents marriage. So can someone please tell me if she can apply for I-130 to her biological mom?
