Can an organization use approved I-140 of another employee of the same organization

I have a question ...

 

Can an organization use approved I-140 of another employee of the same organization.

 

Here is the Eg :- Emp1 (having approved I-140) and Emp2 (L1B visa) , can organization use the approved I-140 of Emp1 for Emp2 , as Emp1 is not interested in using it.

No. There used to be Labor substitution which was allowed maybe a decade back.
