Is it possible to convert H4 to L1A (Blanket) visa? Is it possible to file DS-160 form for H4 and DS-160 for L1A in same week?

My wife is located oversees and would like to join me in US either or H4 visa or L1A visa. Her company is ready to sponsor L1A blanket, now she has to submit two DS-160 forms in about same week.

 

My question is if that is any issue?

Secondly, since H4 is comparatively easy to get stamped in home country, can she come on H4 to US and then change to L1A(Blanket)?

 

Please assist.

Why two forms are being submitted? Ask her to go for one first and if it is denied to take the other route.
