my h1b approved my consulate was mentioned in india , recently i moved to dubai , can i attend my visa interview in dubai , please share if any dubai experiences for indians

thanks for your response , kindly let me know whether any time frame required for our stay in thrid country , i justed moved to dubai 2 months back , this is my first time h1b , is there any case like whether we need to attend first time h1b in home country only ,  im planning to give my visa intw in dubai or abudhabi . please share if any experiences
