Does USCIS or DOS send the receipt i-797 for J1 waiver (i-612)

After getting the favorable recommendation, DOS forwards the case to USCIS for the final approval. My question is, is it the responsibility of USCIS to send the receipt number or DOS will send the receipt number after getting it from USCIS?
