Will I come under visa quota if I already have approved H1, but never used it

Hi,

I have H1B-I797 approved in Jun-2008 from company A. But I never used that H1B and also did not go to stamping. If I want to apply for H1B again now with another company B, should I go through H1B quota again or will I be exempted from quota.
