You admit they are dependent on you. You realize that this indicates that they should NOT be granted a visitor visa since they are a poor risk to return home since you claim to be financially supporting them.

My understanding is that ITIN can be issued for foreign residents as long as they have a federal tax filing requirement. An example will be foreign investors in US. ITIN *does not require* that the person pay US taxes on worldwide income. That's a privilege reserved for (tax) residents and citizens.

 

That said, the answer to OP's question is no. First, you cannot claim your parents in India as your dependents. Second, they would have no reason to obtain an ITIN and the IRS is likely to deny an ITIN.
