H4 stamping from outside India

Please consider the case below and suggest ::

 

I am on H1B visa ( exp date 30-SEP-2015 ) and current working location for me is New Jersey ,

i got married on 04-Feb-2014 ( went to india on leave for marriage and returned to US on 23 -Feb 2104 )

Have got the marriage ceritificate and other requisite docs for H4 dependants visa

Am planning to raise a request for H4 visa application for my spouse

Now my spouse is working in Australia on Australian work visa and she returned to Australia after marriage

Like me she also took vaccation for marriage and returned back.

I would like to know if she could appear for H4 interview in Austalia ??

Of course yes. She can apply for a H4 visa at any US consulate in Australia.
