Is I-140 receipt number sufficient for H1-B visa extension by another employer?

Hello,

 

My 6 years on H1-B expires on 09/2014.

My current employer won't give me a copy of the I-140 approval notice.

I used FOIA (g639) in 2013 but USCIS got back to me saying they do not have my documents. It has been forwarded to the US Department of State.

 

Can my future prospective employer use my I-140 receipt number for my H1-B extension beyond 6 years?

I am seeing mixed response for this on the internet. Some are saying yes and some are saying no.

How can I get some definitive answer and maybe some pointer to sort of a legal guideline?
