Apply dependent visa for spouse through GreenCard with H1B sponsor

Hello everyone, 

 

My sister is a GreenCard holder and she is in United States. She would like to apply for dependent visa for her spouse who is in England. My sister is a student and don't have income on her own. I am in H1B, can I be a sponsor or sponsor must be GreenCard holder/Citizen? 

 

One more question, after applying for dependent visa for my brother in-law, she might go to England for about 6 months, does that cause any issues? 

 

I would really appreciate if someone could help me out here.

How can you be involved in filing a dependent visa for your brother-in-law? Only your sister can file one. If she cannot show enough means to support her spouse there is a possibility of denial.

You can't apply dependent visa for your brother in law. Only spouse and children under 21 are eligible for dependent visa.

So only your sister can do that for her husband.
