H1b Ext , PP , beyond 15 business days

My H1B Ext application was converted to PP on Jan 31.

Today is 16th day but havent heard anything on my application.

Couple of Queries :-

1) Is USCIS taking more that 15 days to repond back even to PP cases ?

2) If I get an RFE and Lawyers repond back within time,  will  USCIS work on my case promptly due to PP or reponse might take a while if I get an RFE ?

If an RFE is generated and responded the process will still be PP

Today is 19th day and USCIS hasn't responded as yet :(

Lawyers called them on monday and USCIS said they are going to reply soon.

Nothing as yet.

So, mostly your PP fee would be refunded.
