Jamaica H1b visa appointment process

Hi All,

 

I came to the US in 2008 on H1b visa and am now going to visit India for the first time in all these years. I am trying to book an appointment at the kingston jamaica consulate for visa renewal. My first question is 

 

a) Where do i book the appointment date?

 

I tried to go to UStraveldocs.com and selected jamaica consulate but the navigation is not intuitive. Can i get links to a step by step list if any. Also, I havent filed my taxes for this year yet and last year's state taxes need to be done for half the year since i changed employers and had some issue with the new employer filing my state taxes. I am going to file them now. But is it going to be a problem?
