According to my college rules I cannot work in Rhode Island so I provided my college with my middle layer location as my work location he is in New jersey . on CPT I-20 they mention in the comments section my middle layer address which is New Jersey address. And my employer address in the employer address column. How my question do I have to apply H1B LCA on Rhode Island address where my client is located. Or I have to apply on New jersey because I provided this address to college. Please to address my issue Link to comment

If you are eligible for H1B then, LCA filing is done by employer's attorney. In your case since the client is located at Rhode Island you are going to work there LCA should be for Rhode Island. Moreover its clear that you are abusing the F1 program by misusing the CPT. You won't get your H1. Link to comment
