Hi my H1b stamping was rejected in india in 2011......I then came back to the US on H4 visa and after a few months another company filed h1b for me. And sometime in 2012, i checked the status(on USCIS website) of my previous H1b that was rejected by the consulate and sent back to USCIS. It said, 

"we mailed a notice to you reaffirming the approval of this case and returned the case to the Department of State for visa processing. For more information, please contact them directly"

 

I'm planning to go for my stamping now with the new h1b.

So, what  do I answer to the question, "Have you ever been refused US Visa before"?
