H4 Visa for Minor

I have a valid H1B visa and my wife has H4 (31st Aug 2014) through Hitachi Consulting. I alone travelled to U.S through Company A, after some time i switched to Company B. my wife did not enter to U.S till now. Recently I blessed with a baby girl (5 months old) born in India. Now I am planning to bring my family to U.S but my baby does not have VISA. My wife is planning to apply VISA for Baby through new petitioner. here my question below.

 

1) Can my wife attend the counsalte for VISA stamping without my baby? If yes, HDFC receipt is required for my wife?

2) What is process of attending the interview because my wife is attending the VISA interview on-behalf of my baby. My wife also need to take the appointment?

1. Children under 14 do not have to attend interview for visa. I believe even your wife does not have to. She has to submit relevant documents with VFS along with HDFC receipt.

2. I do not think there is an interview. Mere submission of documents should be enough.
